World’s Largest Global Health Financier Commits to Greater Efficiency and Effectiveness in Its Mission to Save More Lives in the Fight Against AIDS, Tuberculosis and Malaria

Washington, D.C., September 27, 2011 — Friends of the Global Fight Against AIDS, Tuberculosis and Malaria commends the Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria for acting quickly and decisively to adopt the recommendations of the High-level Independent Review Panel. The Global Fund commissioned the panel earlier this year to conduct a thorough review the organization’s fiduciary controls and oversight procedures. In a unanimous decision, the Board agreed to a detailed roadmap to implement the Panel’s recommendations — and take the Global Fund from an effective emergency response to a sustainable funding mechanism that can continue its lifesaving work, even in times of austerity.

The Global Fund’s Board also embraced the report’s recommendations and is already taking action on several components. This makes clear its commitment to strengthening risk management, further tightening fiduciary controls and improving relationships among the Global Fund’s core structures. This agreement is in the spirit of the Global Fund’s guiding principles of efficiency, transparency and accountability, which serve its mission of ensuring that dollars contributed by donor countries reach those most in need. Through the continual improvement of its policies and practices, the Global Fund has grown into the world’s largest global health financier, having saved millions of lives in 150 countries worldwide.

Recognizing the difficulties in the current global economic environment, the Board also took strong action to address uncertainties related to the anticipated funding for the Global Fund’s Round 11 grant process. The application and approval timelines for Round 11 have been extended so that the Global Fund can more fully enact key improvements recommended by the Panel before the next round of grants is approved.
