Statement from Natasha Bilimoria, President of Friends of the Global Fight, on the Release of the High-level Independent Panel Report
Washington, D.C., September 19, 2011 — Today’s release of the High-level Independent Review Panel report on the Global Fund to Fight AIDS, Tuberculosis and Malaria affirms that the Global Fund is one of the most successful global health programs in history, having saved millions of lives in 150 countries. The Global Fund proactively initiated the panel of experts, Cochaired by former Utah Governor Michael O. Leavitt and former President of Botswana Festus Mogae, to independently and thoroughly review the Global Fund’s fiduciary controls and oversight procedures.
The Global Fund was created in 2002 as an emergency response to the three deadly epidemics and founded on a commitment to continuously improve its practices and to set the gold standard of efficiency, transparency and accountability. The Global Fund formed the High-level Independent Review Panel as part of this ongoing strategy to ensure that its lifesaving work can continue in a time of limited resources.
While the report reflects the Global Fund’s outstanding work to save and improve the lives of individuals and communities worldwide, it also points out a number of important challenges. Friends of the Global Fight believes that the Global Fund must shift from an emergency response to one of long-term sustainability. This will require a strong new emphasis on ensuring that resources are used effectively and efficiently and continue to reach those most in need. We strongly urge the Global Fund Board to take swift and decisive action to approve an action plan to provide assurances to donors and partners — and to ensure that U.S taxpayer dollars are fully protected and well utilized.
